Network Flags are used by the various RUL Files to signify network layouts.
They are entered in the 0xSSEENNWW syntax.
Permissible values are when viewed with the bottom being the side modified: 00: No entrance 01: Diagonal to the Left 02: Straight 03: Diagonal to the Right
