The Confederacy of Free Regions (COFR), is a fairly large union of nation-style City Journals who role-play together as a real-life union, similar to the United Nations. The COFR was founded by Simtropolis member Hiigarar, who aimed to start a new and different union aimed at having fun with SC4, in late December of 2007, and has been around for almost a year.
