Neighbor Connections are connections that you make within a city tile to an adjoining city tile. Usually, these connections show a yellow arrow pointing towards the neighboring city. Neighbor connections are required to initiate neighbor deals. Neighbor connections also allow Sims to commute to other cities, and are one way to export freight and provide cap relief.

Many types of network can be used to create a neighbor connection, including:
