Rush Hour is SimCity 4's only expansion pack. It was released September 22, 2003.

Rush Hour is exactly the same as the Deluxe Edition except that this expansion pack is sold separately from SimCity 4.

The expansion pack, among other things, enhances the range of transportation facilities, allows the player to trace traffic flow, control vehicles, and construct larger civic facilities. It also introduces a new range of contemporary Europe-styled buildings.
