Development of growable (RCI) lots in SimCity 4 is based on a property called growth stage.
In SimCity 4 (Vanilla and Rush Hour) residential and commercial lots are available in growth stages 1 through 8. Industrial (including agricultural) lots grow in stages 1 through 3. The Colossus Addon Mod extends these growth stages to:

What is the CAM?
Early Development
Inspired by a post from Tropod at Simtropolis in 2005, RippleJet began testing what would become CAM, first posting his findings at BSC's private site before making them public.
How does it affect the game?
"What workforce is required by my industries and commercial buildings?" "What occupation is my population asking for?"
These questions can be answered by looking at certain RCI exemplars in simcity_1.dat. The properties are called Drives, and there are two kinds of them; I've decided to call them Census Drives and Workforce Drives (mainly based on the names of the exemplars where they are given).
These properties have been slightly changed for the CAM in order to achieve a smooth development through all available 15 growth stages. The corresponding settings for Rush Hour can be found here: Workforce and Occupation Demands (Drives)
Census Drives (Demand of Workforce)
These drives tell us what kind of workforce (residential working population) is required for different kinds of jobs. They are given in the following exemplars: CS$ Census, CS$$ Census, CS$$$ Census, CO$$ Census, CO$$$ Census, IR Census, ID Census, IM Census and IH Census.
The table below should be read from top to bottom for each column separately.
Eg. the column named CO$$ tells you that middle-class offices employ 10% R$$$, 50% R$$ and 40% R$:

Workforce Drives (Demand of Occupation)
These drives tell us what kind of occupation (commercial and industrial) is accepted by the workforce (population), based on their wealth and education. They are given in the following exemplars: TotalWF$EQ1, TotalWF$EQ2, TotalWF$EQ3, TotalWF$EQ4, TotalWF$$EQ1, TotalWF$$EQ2, TotalWF$$EQ3, TotalWF$$EQ4, TotalWF$$$EQ1, TotalWF$$$EQ2, TotalWF$$$EQ3, and TotalWF$$$EQ4
The table below should be read from left to right for each row separately. Eg. the row named R$$ 150...200 tells you that well-educated middle-class residents may be working in CO$$$ (45%), CO$$ (15%), CS$$$ (10%), CS$$ (30%), and I-HT (45%). The total of each row is between 140% and 165%, telling you that people can accept more than one type of occupation. Farming (I-R) is treated in its own way and separately from the others.

These properties determine the percentual chances that buildings of a certain growth stages will appear (depending on the size of your region).
The threshold values are regional, and separate for the Residential, Commercial and Industrial development (see below). Note that you need to have neighbour connections, either by road or rail, in order to see the capacities in your surrounding region.

Residential Stage Limits
The threshold values are in all cases the total [u]regional[/u] residential [u]capacity[/u] (not population): R§ + R§§ + R§§§.
Specifically for the CAM, the threshold values are set higher for R§§§ than for R§§, and higher for R§§ than for R§.

The threshold values are in all cases the total [u]regional[/u] industrial [u]capacity[/u] (not workforce): ID + IM + IHT. Note that IR (agricultural farms) are not included in the regional industrial capacity!
In Rush Hour stage 3 farms took over as soon as the regional industrial capacity grew. For CAM, the emphasize was simply to get an even distribution of farms of different stages, with the addition of the special stage 6 and 7.

Stage Limits (Stage versus Density)
In order for the RCI development to function as intended, it is important that each higher stage has a denser population than each previous stage. Thus the stage is depending not only on the occupancy of the building, but also on the size of the lot. The higher the occupancy and the smaller the lot, the higher the stage will be.
The values in the table below show the recommendations on what population density (jobs/residents per tile) that will trigger each growth stage to be selected for the CAM. The stage in the leftmost column should be selected, if the population density exceeds the corresponding value in the table:

You may still select a growth stage immediately above or below the suggested one, within a rather tight tolerance, eg. in order to fit several buildings belonging to the same family into the same stage.
Farms
Agricultural lots do not upgrade. Thus it is not equally important that each higher stage farm has a denser population than any previous stage. The guidelines for setting the farm stage involves the complete number if jobs offered by the farmhouse.
The values in the table below show the recommendations on what occupancy (jobs) that will trigger each growth stage to be selected for the CAM. The stage in the leftmost column should be selected, if the number of farm jobs exceeds the corresponding value in the table:

Stage CAPs
The CAM is bringing two basically unused stage caps into use, the Park Cap (which in RH is used only for R$$$, set at stage 3), and the Fire Cap (which is unused in RH).
The park cap means that, in order to grow past the stage set, the lot has to be within 20 tiles of any kind of park. The fire cap means that, in order to grow past the stage set, the lot has to be within the coverage area of a fire station.
The table below summarizes all stage caps that are available and used in the CAM. If an RCI type is capped at a certain stage, it cannot surpass that stage without getting what is capped.
