A quad refers to a city tile within SimCity 4. There are three sizes available: Small, Medium and Large. A small quad is 64x64 grid squares, medium is 128x128 and large is 256x256. Accordingly, 4 small quads can fit within a medium and 4 mediums fit into a large.
