Neighbor Deals enable a city to buy or sell utilities to/from another city in the region. To create a neighbor deal, the city must have a neighbor connection to that city, and must meet the minimum production or demand requirements to either buy or sell the desired utility.
Potential neighbor deals are usually announced in news briefs by one of the city advisors once the requirements are met.
