The Water Tower is a utility building that provides water for your Sims. Unlike the real world, Water Towers supply water instead of storing it.
Water pumps are designed to be connected to zones and buildings with water pipes, but do not have to be as they provide water within a three-tile radius.
The Water Tower is the bottom-tier water production utility, producing just over a tenth of the amount of water that the Water Pump does.
Trivia
The version of this building implemented by Maxis draws from the game's Aquifer, which is a bottomless supply of water, however it was originally designed to draw from the game's Fresh Water Table which is not completely implemented in the game's code.
