The Nuclear Power Plant is a utility building that produces Power for your Sims.
Power Plants plants are designed to be connected to zones and buildings with Power Lines, but do not have to be as they provide power to other buildings within a three-tile radius and those buildings may relay that power to other buildings in another three-tile radius and so on.
The Nuclear Power Plant is one of the more expensive power solutions in SimCity 4, but the large amount of power generated by a single one of these plants is usually worth the added expense and protests from your Sims. Its power production capabilities are second only to the Hydrogen Power Plant. Per MWh cost over time, it is positioned between Natural Gas and Oil.
It is positioned between the Oil Power Plant and Hydrogen Power Plant in individual power production, producing less pollution than the Oil Power Plant, but with the serious risk of Meltdown or Critical Failure in an aging or over-utilised plant.

The Nuclear Power Plant has multiple game features unique to it as a power plant.
When it explodes, the Nuclear Power Plant produces the largest explosion of any building as it is the only building to use the Super High Energy Explosion hard failure type. When plopped, the building will spawn protesters whom will not disappear until either the plant is demolished or the Nuclear-Free ordinance is enacted. It's also the only Power Plant to have a Not In My Back Yard effect, reducing local land values and desirability meaning it can be less popular to your residents than a horribly polluting Coal Power Plant.
The Air Pollution to Water Pollution ratio for the Nuclear Plant is much lower than any other Power Plant, it pollutes the Water table much more than the Air, though still not as much as Coal or Oil does.
The Nuclear Plant has a property almost unique to it, the Health Effect Strength, used to increase or decrease the local Health Quotient. In the Nuclear Plant, it is set to 50, which means it increases the local HQ by 50. It's likely that it was meant to be set to -50, so that it penalises it by 50.
