Government Buildings are markers of your city-building prowess and usually supply Civil Service jobs and a Landmark Effect.
The Large City Hall was probably intended to be an automatic direct upgrade of the Medium City Hall at an arbitrary population point.

Only the Small City Hall was ever given a lot and reward script by Maxis. The Medium and Large city halls are both functionally complete. It appears that it was originally intended to automatically upgrade in the way that Airports and Seaports can. MrTrusage fixed this by implementing them as three separate lots at Simtropolis.
With custom props installed, a single badly-made tree on the lot can become any of of the custom props installed. This bug was fixed by Andreas Roth at Simtropolis.
