Education buildings increase the Education Quotient over a coverage radius. Some buildings have variable coverage radii which can be changed using a School Bus Funding slider, however the majority have a fixed radius that cannot be expanded or contracted without modding the game.
Schools are designed to greatly increase the Education Quotient of your Sims, however it only has an effect on a small age group. With Elementary Schools, the average household age must be at or below 30 Years old to have any real benefit.
The original name for this building was probably Small Grades K-8 School before being changed to Elementary School as its exemplar still contains this name. This also indicates that there was to be a wider range of Schools in the base game. A Larger Elementary School was eventually added in SimCity 4 Rush Hour and the Deluxe Edition.
