Utility Buildings are buildings in the game designed to provide a consumable service to a lot, unlike Civic Buildings which provide a passive service to a lot or Transport Buildings which provide a consumable service to a Sim.
Utility buildings can provide one of three services. Power Production, Water Production or Sanitation, all of which are either consumed or produced by other lots and represent Power companies or departments, Water companies or departments and Garbage companies or departments in real life. In SimCity 4, Sanitation buildings only handle garbage, Sewage is not simulated.
