This building is likely one of the many in the game named after a member of SimCity 4's production team. It is probably named for Venkat Ajjanagadde, SimCity 4's Co-Architect and Engineer (Basically the second Programming Lead).
This building uses the same models as Houston Boutiques 5, basically acting as a Commercial Office version of that building.
This building is present on two different versions of 2x3 lots, one of which is only able to grow where there is a road running along the right hand side of the LOT. [1]
