Willmott Drive-In is a Stage 1 Low-Wealth Commercial Services Building that grows on both Medium Density and High Density Commercial zones.
Trivia
This building is likely one of the many in the game named after a member of SimCity 4's production team. It is probably named for Andrew Willmott, one of SimCity 4's programmers[1] whose name also appears in GraphicsRules.sgr as the person logged into the computer used as a reference for computer specifications.[2]
This building is considered to be one of the more hated buildings in Maxis' building set due to its abnormally high number of jobs (Drive-in theatres normally do not employ 131 people, especially not in the configuration of Willmott Drive-In) and low stage causing it to grow frequently early in the game. It is generally the first thing to grow on Medium Density and High Density zones in smaller towns. Its' comparably sparse lot also contributes to a sense of unsightliness.
