Grand Central Station is a downloadable Landmark Building for SimCity 4 Rush Hour/Deluxe, released as the Plugin Pack 010 free Downloadable Content.
It provides no services aside from a Landmark Effect and Mayor Rating boost.
It is a recreation of Grand Central Terminal in New York City, New York, United States of America as it appeared in 2003 without the Park Avenue ramps, the road on the upper level replaced with a plaza and the connection with the Metlife building removed.
Trivia
Grand Central Station is probably the most divergent of the game's landmarks based on a real place with Maxis making multiple major alterations to get the building into the game.
