The City Museum is a Civic Building that provides Education to your Sims.
Education buildings increase the Education Quotient over a coverage radius. Some buildings have variable coverage radii which can be changed using a School Bus Funding slider, however the majority have a fixed radius that cannot be expanded or contracted without modding the game.
Museums are designed to provide a School-like effect on an older Sim's life, however they are still treated as Schools by the game's code.
In Museum rankings, it is second only to the larger Major Art Museum.
Trivia
The original name for this building was probably Science, History and Art Museum before being changed to City Museum as its exemplar still contains this name. This may indicate that other types of museum were planned.
