Landmarks are buildings in SimCity 4 that appear in the Landmark Menu.
Functionally, Maxis' landmarks are little more than expensive parks that provide some Commercial Cap relief.
They are usually not functional, but over the past years, many BATers have begun to create functional landmarks, that, while being ploppable, also give jobs.
Many Ploppable RCI Buildings released over the years are technically functional landmarks.
