The Small City Hall is a Civic Building that provides a Landmark Effect and some Civil jobs to your Sims.
Government Buildings are markers of your city-building prowess and usually supply Civil Service jobs and a Landmark Effect.
The Small City Hall is usually considered to be the marker for when your city reaches a medium-level population and upgraded to the Medium City Hall when your city's population increased to a certain point.
The News Ticker fluff entry created on its placement is "Justice Served Up Piping Hot At New Courthouse".

- Combined Population in excess of 15,500 Sims
- Mayor Rating above 40
Bugs
Only the Small City Hall was ever given a reward script by Maxis. The Medium and Large city halls are both functionally complete. It appears that it was originally intended to automatically upgrade in the way that Airports and Seaports can. MrTruesage fixed this by implementing them as three separate lots at Simtropolis.
