Area 5.1 (Referred to as the UFO Base in its exemplar and as Area 5.1 [Top Secret] in the game) is a Business Deal building that unleashes untold hell upon your city and its citizens.
It has multiple effects designed to drive away Residential and Commercial development, at least in the immediate area, and is capable of completely covering a Small City Tile in crime. In the Vanilla game, you merely need to play badly on the Hard difficulty setting, however Rush Hour modified the unlock properties so it can be a trophy for evil and vindictive players, unlocking all of the more exotic U Drive It vehicles like the UFO and Metal Whale, as well as making it attainable on the lower difficulty settings.
